I spent some time reading the details of the EU draft for amending Council Directive 91/477/EEC on control of the acquisition and possession of weapons.
This thing is worse than I thought. Here are some key points I took out and I would like to share with you:
The EU classifies firearms in categories. Category A is of firearms that are prohibited for civilians. Under the new draft, the following changes will be made:
[quote] “(i) in Category A, the following points are added: ‘6. Automatic firearms which have been converted into semiautomatic firearms; 7. Semi-automatic firearms for civilian use which resemble weapons with automatic mechanisms 8. Firearms under points 1 to 7 after having been deactivated’” [End-quote].
The main concern here is (7). What does ‘resemble’ means? The dictionary definition reads: “have a similar appearance to or qualities in common with (someone or something); look or seem like”. Naturally, any AR-15 or AK-47 platform and the likes will become forbidden. But this can be interpreted in a much wider sense. Any semi-auto pistol has some resemblance to an automatic weapon. Use of a magazine for instance can be seen as resemblance. This is a real danger to our sport as a whole - not only semi-auto rifles!
And what will happen to the weapons we already own? The EU has an answer to this question:
[quote] “Member States shall take all appropriate steps to prohibit the acquisition and the possession of the firearms and ammunition classified in category A and to destroy those firearms and ammunition held in violation of this provison and seized.” [End-quote].
The new draft all calls for stricter conditions for getting a weapon license. Medical tests for example, will become mandatory:
[quote] “Member States shall provide for standard medical tests for issuing or renewing authorisations as referred to in paragraph 1 (gun licenses) and shall withdraw authorisations if any of the conditions on the basis of which it was granted is no longer met.” [End-quote].
Another interesting point is that all weapon licenses (for whatever will be left legal, i.e. revolvers, single shooters, bolt action rifles and the like) are to be limited to 5 years. [quote] “(7) In Article 7, the following subparagraph is added to paragraph 4: ‘The maximum limits shall not exceed five years. The authorisation may be renewed if the conditions on the basis of which it was granted are still fulfilled.” [End-quote].
Yes if they pass this legislation the way it looks right now, it can certainly be used to end most of the hunting och sport shooting activities in the whole EU, they might let us take up luftpistolskytte if we are lucky...
This law will not prevent any violence what so ever. The people in the shooting sport are the most law obeying citizens in EU. I have never met so many well willing persons anywhere ells than I have met at the shooting clubs and at shooting competitions. Not only that, I have several times seen people with different backgrounds (religion, political views, age, incomes etc) became friends through the shooting sports. The weapons we together should worry about are all the illegal weapons that are flowing in to EU. Those of us how have legal weapons have already been checked by local police authorities. Especially those in the dynamic shooting (IPSC) Where the shooters have to be approved by their club, and then also by police. At least in Sweden you have to have a clean record to be allowed to own handguns or an AR15 (semi-automatic rifles) How many AR15s are involved in crimes in EU? I do not know the percentage myself, but my guess is less than 0.05 %. In Sweden AR15 related crimes are none existing. After a long and tough day at work or at the office shooting in all its form are perfect ways to relax and refocus. Not to mention the whole social part of shooting. It is totally understandable that is should not be allowed to own multiple AR15s or many handguns of the same caliber. But as long as one have a valid reason to own different weapons it should not be banned. Instead create harder checks of those who apply for weapon licenses. Create tougher rules on how to store weapons (better weapon safes, and maybe heavier safes). And again, concentrate on stopping all illegal weapons. There is a whole industry around shooting. Not only the weapon industry and the ammunition industry, also all the equipment, clothing and etc that are customized for shooting.
It would be really nice if someone could comment this mail.
